Rod Owens is a federal government affairs strategist with more than 15 years of experience at the intersection of legislative policy, intergovernmental relations, and national initiatives. As Federal Legislative and Staff Director at Primacy Strategy Group, Rod draws on deep institutional knowledge and an extensive network of trusted relationships across Capitol Hill, federal agencies, and intergovernmental organizations to help clients achieve meaningful outcomes at every level of government.

Rod’s career spans some of Washington’s most consequential institutions. He served as Chief of Congressional and Intergovernmental Affairs at the U.S. Census Bureau, Interim Team Chief in the Office of the Secretary of Defense for Legislative Affairs, and as a Senior Analyst in the Executive Office of the President at the White House. Along the way, he built enduring relationships with Members of Congress and senior staff on both sides of the aisle, Cabinet-level agency officials, governors’ offices, and national associations representing state and local governments. He is known across party lines as a trusted, discreet, and results-driven partner who understands how Washington works and how to move it.

Rod holds a Master of International Public Policy from Johns Hopkins SAIS and a Bachelor of Arts in Political Science from Florida A&M University. He is a recipient of the Office of the Secretary of Defense Medal of Exceptional Public Service and lives in Silver Spring, Maryland, with his wife, Stephanie, and son, Grant.
