Primacy Strategy Group Announces Addition of Corby Kemmer to North Dakota Government Relations Team

Bismarck, ND — Primacy Strategy Group is pleased to announce that Corby Kemmer has joined its Government Relations and Regulatory Affairs team. Based in Bismarck, Corby brings more than two decades of leadership across higher education, nonprofit organizations, political operations, and government service—further strengthening PSG’s presence and capabilities within North Dakota state government.

Corby joins PSG following his role in Partner Relations with the North Dakota Department of Commerce, where he built and maintained key relationships with legislators and state officials, supported community and economic development initiatives, and advanced statewide commerce priorities. In addition to its broad portfolio, Commerce plays a central role in business development and major project recruitment across North Dakota—experience that will directly benefit PSG clients engaged in large-scale industrial and economic development efforts.

Prior to his work at Commerce, Corby served as Regional Director for United States Congressman (now Governor) Kelly Armstrong, representing the Congressman across North Dakota and working closely with constituents, community leaders, and local organizations.

Earlier in his career, Corby served as Executive Director of the North Dakota Republican Party, guiding statewide political strategy, operations, and outreach. He also built a strong foundation in fundraising and organizational advancement, serving as Director of Development and Alumni Relations at the University of Minnesota Crookston and in leadership roles with Lutheran Social Services of North Dakota and the University of Mary. A Mayville native, he began his fundraising career at Mayville State University as an Associate Development Officer and Assistant Director of the Comet Athletic Club.

Corby and his wife, Sherry, reside in Bismarck and have two children.
