Terry L. Nelson: Vice President of Labor Relations and Business Development
Primacy Strategy Group is thrilled to announce the addition of Terry L. Nelson to our expanding team. Terry brings with him a wealth of experience with trade unions, vocational education, and banking. His expertise in these areas will be a benefit to all PSG clients, particularly the firm’s growing building trades practice area, as well as assisting the firm in expanding its client roster.
In 2007, Mr. Nelson was elected as Business Manager & Secretary-Treasurer for IUPAT District Council 82, a council that represents commercial and industrial painters, drywall finishers, glaziers and glassworkers, sign and display, and tradeshow workers throughout western Wisconsin, Minnesota, North Dakota, South Dakota, and Montana.
In 2007, Nelson was also elected as co-chairman of the Finishing Trades Institute of the Upper Midwest (FTIUM), the educational arm of DC 82. Under the leadership of Nelson and the board of trustees, FTIUM became an accredited institution, and has had the ability to bestow its own associate’s degree since 2018.
Since 2011, he has served on the Board of Directors of the Union Bank and Trust, where he currently serves as chairman. That same year, Nelson was elected as vice president of the AFL-CIO Board of Directors in North Dakota, as well as an executive board member of the AFL-CIO in Minnesota, and an executive board member of the Minnesota State Building and Construction Trades Council, North Dakota State Building and Construction Trades Council, and Montana Building and Construction Trades Council. Nelson was appointed to the Ninth District Advisory Council of the Federal Reserve Bank of Minneapolis for small businesses and unions from 2013-2015.
In 2020, Mr. Nelson was appointed as chairman of the IUPAT’s General President’s Advisory Committee (GPAC). In April 2021, he accepted the position of Special Assistant to the General President with the IUPAT. In January of 2022, he became the Fund Administrator of the IUPAT Industry Pension Plan – both defined benefit and defined contribution – and served in that role until he retired from the IUPAT on February 1st, 2024, after over 40 years.

Jack M. Ruppert: Client Services Associate and Policy Analyst
Jack Ruppert is a Client Services Associate and Policy Analyst with Primacy Strategy Group. He comes to PSG with a range of experience in campaigns, politics, and political consulting. Mr. Ruppert has served on multiple successful political campaigns, including work on Minnesota Governor Tim Walz’s 2022 reelection campaign and President Biden’s 2020 campaign with the Florida Democratic Party.
Mr. Ruppert received a BA in Government, and a minor in Chinese from Hamilton College in Clinton, NY. He grew up in Minnesota and lives in Washington, DC.
Dominica J. Bernstein: Research and Marketing Fellow
Dominica Bernstein is a research and marketing fellow at Primacy Strategy Group, where she brings her unique blend of academic integrity, passion for politics and athletic discipline to bear on behalf of the firm and our clients.
Dominica began her journey with PSG while still a third-year undergraduate student at the University of St. Thomas. Dominica’s commitment to her studies in political science is matched only by her dedication to running Division One track and field for the university. Her ability to balance academic rigor with dedication to athletics speaks volumes about her work ethic and ability to manage multiple responsibilities effectively.
Hailing from Oklee, Minnesota, Dominica’s roots are firmly planted in the Midwest. Her upbringing in a small town instilled in her the values of community, hard work, and service. Inspired by her father, who serves as the Sheriff of Red Lake County, Dominica learned from an early age the importance of public service and its impact on local communities.
Dominica is eager to continue her professional journey in politics, public affairs, and government relations with Primacy Strategy Group. With her solid academic background and deep-seated commitment to public service, Dominica is well-equipped to navigate the complexities of the political arena and make a meaningful impact for our firm and clients.

PSG is also seeking an experienced and motivated Administrative Assistant to assist our executive team in a fast-paced and exciting environment, and to ensure operational efficiencies are maximized to their highest potential. This position will be in PSG’s St. Paul Office.
