Elise Busse is a Federal and Regulatory Affairs professional with Primacy Strategy Group. Before joining Primacy, she spent several years lobbying at the Minnesota Capitol, collaborating with local governments, state agencies, and industry leaders.

Elise has extensive experience in municipal policy, having worked with Metro Cities and the Municipal Legislative Commission, where she advocated for local governments across the seven-county metro area. Elise has worked closely with city officials—mayors, city managers, and other leaders—to navigate legislative challenges and shape policies that build strong, sustainable communities. Her expertise includes capital investment, transportation, economic development, and city finance.

Elise holds a Bachelor of Music degree from the University of Minnesota and a master’s degree from the Humphrey School of Public Affairs. A Bloomington Minnesota native, she remains an avid Gopher football fan.
