Emily J. Tranter is the Vice President of Federal Government Relations and Regulatory Affairs at Primacy Strategy Group. Since joining the firm in 2007, Emily has played a pivotal role in shaping and advancing client priorities across a wide spectrum of issues, including infrastructure and transportation development, aviation policy, environmental regulation, labor and workforce policy, energy, and health care policy. Emily leads the firm’s federal relations team, providing strategic counsel and advocacy for public sector, nonprofit, and private sector clients navigating the complexities of Washington. She is widely respected for her deep understanding of the congressional appropriations process and her ability to secure critical federal designations and funding for high-priority local initiatives.
Emily’s expertise has been instrumental in advancing major national programs, including the Federal Aviation Administration’s multibillion-dollar “NextGen” airspace modernization initiative. She is frequently called upon to brief Members of Congress and federal committees on complex policy matters and serves as a trusted liaison between local stakeholders and federal decision-makers.
Prior to joining Primacy, Emily served on the policy staff of U.S. Senator Mark Dayton, where she focused on appropriations, transportation, workforce & economic development, and disaster relief.
A native of Saint Paul, Minnesota, Emily holds a bachelor’s degree in political science from Hamilton College. She resides in suburban Maryland with her family.
