Washington, DC — Primacy Strategy Group announces the addition of Rod Owens as Federal Legislative & Staff Director. Based in Washington, Rod will strengthen PSG’s federal infrastructure — the systems, relationships, and strategic pathways that allow complex client priorities to advance through Congress, federal agencies, and regulatory bodies with clarity and discipline.

Rod brings more than 15 years of experience operating inside some of Washington’s most consequential institutions. His background spans congressional engagement, intergovernmental affairs, and national initiatives that require coordinated action across jurisdictions and agencies. His leadership enhances PSG’s ability to support clients whose priorities demand not just federal navigation, but federal orchestration.

Rod has served in senior roles across the federal ecosystem, including Chief of Congressional and Intergovernmental Affairs at the U.S. Census Bureau, Interim Team Chief in the Office of the Secretary of Defense for Legislative Affairs, and Senior Analyst in the Executive Office of the President at the White House. These roles have equipped him with deep institutional fluency and trusted relationships on both sides of the aisle — relationships that will directly benefit PSG clients facing fast moving, high stakes policy environments.

Rod holds a Master of International Public Policy from Johns Hopkins SAIS and a Bachelor of Arts in Political Science from Florida A&M University. He is a recipient of the Office of the Secretary of Defense Medal for Exceptional Public Service. He resides in Silver Spring, Maryland, with his wife, Stephanie, and their son, Grant.
