Primacy Strategy Group Additions and Promotions in Washington, DC

Washington, DC — Primacy Strategy Group (PSG) is proud to announce the continued expansion of its Washington, DC office, reflecting the firm’s growing influence and impact at the federal level. As the policy landscape and our client's issues become increasingly complex, Primacy is investing in top-tier talent and leadership to meet the evolving needs of its clients and growing client base. With deepening subject matter expertise in health care, energy, workforce development, labor relations, appropriations and federal budget policy, the firm is well-positioned to deliver strategic insights and results-driven advocacy that moves the needle in the nation's most complex goernment relations market place.

These staff enhancements begin with the promotion of longtime team member Emily J. Tranter to Vice President of Federal Government Relations and Regulatory Affairs.

Since joining the firm in 2007, Tranter has led major federal initiatives across infrastructure, aviation, environmental regulation, labor, appropriations and health care. Her leadership has been instrumental in securing hundreds of millions in federal designations and funding for high-priority projects. Her two decades of experienced and deep understanding of all aspects of the federal policy and funding landscape and seasoned leadership made her a natural choice to become the firm’s Vice President for Federal Government Relations & Regulatory Affairs.

Joining the team as Senior Federal Lobbyist is John C. Greene, a seasoned health policy expert with 25 years of experience lobbying Congress, the White House, and federal agencies.

Greene previously served as Senior Vice President of Government Affairs at the National Association of Benefits and Insurance Professionals, where he played a key role in shaping landmark legislation such as the ACA and the Medicare Modernization Act. His expertise in employer-based coverage and Medicare will be a major asset to Primacy’s health care clients.

Ron A. Carlton joins the Primacy team as the new Federal Legislative Director, bringing extensive experience from Capitol Hill, federal agencies, and the nonprofit sector.

Carlton has served as Legislative Director for multiple members of Congress and as a senior lobbyist for The Trust for Public Land. His policy portfolio spans appropriations, energy, transportation, and conservation, and he has a proven track record of advancing client priorities through strategic legislative engagement and tactical development.

Also joining the federal team is Elise C. Busse, a Federal and Regulatory Affairs professional with a strong background in municipal policy and state government relations.

Busse has worked closely with local governments and industry leaders on issues including capital investment, transportation, and economic development. Her experience navigating complex intergovernmental relationships will enhance Primacy’s ability to serve clients at the intersection of local and federal policy as well as provide a tangible bridge to PSG’s large multi-state government relations practice area.

Rounding out these staff additions is Sam R. Haggas, who joins as a Client Services Associate and Policy Analyst.

Haggas brings fresh insight and energy from his recent roles in the U.S. House of Representatives, the Minnesota State Senate, national political conventions, and political campaigns. His experience in legislative research and constituent engagement will support the firm’s growing portfolio of federal clients.
