Sam Haggas is a Client Services Associate and Policy Analyst at Primacy Strategy Group. In 2023, Sam began his public service career as a Legislative Intern in the office of Congressman Brad Finstad in Washington D.C., representing Minnesota’s 1st Congressional District. There, he conducted in-depth policy research and legislative analysis, contributing to key federal initiatives, including the National Defense Authorization Act for Fiscal Year 2024 and the 2024 Farm Bill. Following his time on Capitol Hill, Sam served in the Minnesota State Senate as a Legislative Intern for Senate Minority Leader, Mark Johnson. In this role, he provided both legislative and administrative support, including serving as the Senator’s floor assistant during session.

Sam has also been active in local governance and political organizing. During his senior year at the University of St. Thomas, he served as the At-Large Student Representative on the Macalester-Groveland Community Council, where he worked to bridge student and neighborhood interests. In the fall of 2024, Sam contributed to Josh Stein’s gubernatorial campaign in North Carolina as a Campaign Intern, gaining valuable experience in grassroots organizing and political communications.

Sam graduated Cum Laude from the University of St. Thomas in Saint Paul, Minnesota in 2025, earning a Bachelor of Science in Political Science with a minor in English. While at St. Thomas, he was elected to the Undergraduate Student Government as the Out-of-State Senator and served as Co-President of the university’s chapter of Pi Sigma Alpha, the National Political Science Honor Society.

Originally from North Carolina, Sam now resides in Washington, D.C.
